How to Get Royal
The Royal Spear gives the best chance, 35%, but costs 3,750,000 C$ and needs the Crowned Ruins bestiary at 100%. With a rod, craft the Rod Of The Eternal King at Level 400: it costs no C$ and gives Royal on 10% of catches, plus 10% from its Royal Escort.
Royal multiplies a fish's sell value by 9.4x: a fish worth 1,000 C$ sells for 9,400 C$ with it. That is higher than 324 of the other 355 mutations with a fixed multiplier.
