He stands outside the Webridden Cavern in the Caustic Hallow, the FischFright 3 island (GPS -15069, 142, -9981). The Dutchman Captain on the east side of Moosewood sails you there. Talking to him starts the quest.

Trick-or-Treat at all 16 village houses
Equip your Candy Bucket and knock once on every numbered house; the quest tracks each house on its own. Each house has an 8 minute cooldown after you knock, so one pass through the village is enough.

Catch 10 Webbed fish inside the Webridden Cavern
Fish inside the cavern: it has a Webbed abundance, so catches there roll the Webbed mutation at 10%. Only Webbed catches made in the cavern count.

Give Webby Winston 15 Cobweb Cod
Cobweb Cod is a common FischFright 3 fish of the Caustic Hallow, found in its cave grottos. The wiki lists Black Licorice and Candy Corn Cluster as its baits.

Buy the Webweaver Rod for 1,000 Treats
With the quest done, the silk blocking the cavern's inner passage dissolves and the rod can be bought there for 1,000 Treats.

Treat pays 15 to 30 Treats and gives a 50% chance of an event fish; Trick pays 60 Treats only 45% of the time and otherwise costs you 1,000 to 2,000 C$. A house can also turn haunted; catching its ghost is a step of the Doomsekkar Rod quest.
What the Webweaver Rod Does
Its known ability is the Webbed mutation: 25% of catches roll Webbed, which multiplies a fish's value by 2.5x. That is a steady, small boost rather than a big one; compare it in the mutations guide. Its Luck, Lure Speed, Control and Resilience are not confirmed yet: the Fisch Wiki has no page for the rod so far, and we add them once it does.
